THE INCREASED PRICE OF RAW MATERIALS IN TURN THREATENS TO KEEP THE GREEN REVOLUTION FROM TAKING PLACE, LEAVING HUGE POPULATIONS SUBJECT TO THE PROSPECTS OF FAMINE AND HUNGER, THE PROBLEM IS COMPOUNDED BY THE FACT THAT PROGRESS IN MEDICINE AND IN HEALTH CARE HAS CAUSED THESE POPULATIONS TO EXPLODE AND THEIR PER CAPITA INCOME TO STAGNATE AT UNACCEPTABLY LOW LEVELS AS POPULATION INCREASES OFFSET GAINS IN ECONOMIC PRODUCTIVITY. IN THIS ENVIRONMENT THE WHOLE STRUCTURE OF INTERNATIONAL TRADE, INTERNATIONAL MONETARY SYSTEMS, AND THE FLOW OF INTERNATIONAL INVESTMENT IS IMPERILED. WHEN YOU CONTEMPLATE WHAT'S LEFT TO BE DONE AFTER A LIFETIME OF TRYING, AN EX-ENGLISH MAJOR IS TEMPTED TO ACCEPT SUCH COUNSEL AS "THE TROUBLES OF OUR PROUD AND ANGRY DUST ARE FROM ETERNITY AND CANNOT FAIL, BEAR THEM WE CAN AND, IF WE CAN, WE MUST, SHOULDER THE SKY, MY LAD, AND DRINK YOUR ALE!"
