FROM THE TRADITIONAL SITUATION OF COMMERCIAL BARGAINING BETWEEN PRIVATE PARTIES UNDER BROAD IMPARTIAL RULES, IT IS ONLY A SMALL STEP TO PRIVATE PARTIES BEING FORCED TO BARGAIN WITH GOVERN-MENTS ON THE OTHER SIDE OF THE TABLE, THEN IT IS ONE MORE SMALL STEP TO GOVERNMENT TO GOVERNMENT NEGOTIATIONS, WHICH INEVITABLY WILL DEGENERATE INTO BARGAINING THAT IS NOT BASED ON SOUND ECONOMICS BUT RATHER ON THE RAW POWER OF THE GOVERNMENTS INVOLVED. FROM THERE IT IS NOT SO LARGE A STEP TO THE OUTRIGHT USE OF FORCE TO GAIN THE DESIRED END. ABHORENT AND REPULSIVE AS THE THOUGHT IS, RESORT TO MILITARY ACTION CANNOT BE DISMISSED OUT OF HAND AS A POSSIBILITY. EVEN SUCH AN APOSTLE OF PEACE AS HENRY KISSINGER ALLUDED TO IT IN CAREFULLY HEDGED TERMS IN AN INTERVIEW IN A MAGAZINE WITH NATIONWIDE CIRCULATION. |
