DEMOCRACY IS A TRULY NOBLE AND ENNOBLING CONCEPT, ONE WORTH FIGHTING TO PRESERVE. TO SUCCEED DEMOCRACY DEPENDS UPON - INDEED DEMANDS - AN INFORMED AND CONCERNED ELECTORATE, A VOTING PUBLIC THAT IS COMPETENT TO DECIDE WISELY ON THE ISSUES BEFORE IT. THE LEVEL OF COMPREHENSION THAT MAY HAVE SERVED WELL THE AGRARIAN REPUBLIC OF OUR FOUNDING FATHERS WITH ITS TOUGH VOTING RESTRICTIONS IS INADEQUATE TO COPE WITH THE COMPLEX PROBLEMS OF MODERN SOCIETY AND PARTICULARLY SO WHEN "BIG GOVERNMENT" IS AN UNFORTUNATE FACT OF LIFE.
