ROBERT NISBET, IN THE PUBLIC INTEREST, PUTS IT THIS WAY: "WHAT IS THOUGHT OR CYNICALLY ANNOUNCED TO BE THE WILL OF THE PEOPLE SO OFTEN TURNS OUT TO BE NO MORE THAN THE OPINION OF SPECIAL-INTEREST ADVOCATES SKILLED IN THE TECHNIQUES OF CONTRIVED POPULISM." AN EXCELLENT PHRASE: "CONTRIVED POPULISM".
