THE COAL GROUP WAS TREATED DIFFERENTLY FOR THE OBVIOUS REASON THAT THE PRICE OF COALS SOLD VARIES SO WIDELY BETWEEN THE SUB-BITUMINOUS STRIP COAL SOLD IN THE FAR WEST AND THE TOP QUALITY METALLURGICAL COALS FROM west VIRGINIA THAT NO REALISTIC APPROACH COULD BE FOUND THROUGH TRYING TO SOLVE THE PROBLEM AS WE DID IN THE OTHER MINING SEGMENTS WHERE THE PRICES RECEIVED BY COMPETING COMPANIES ARE REASONABLY CLOSE TOGETHER. #13 - I HAVE ALREADY MENTIONED THE IMPACT OF THE REVISED SCHEDULE FOR THE NON-MINING COMPANY CATEGORIES, #14 - ALSO AS EARLIER NOTED, COAL WILL INCREASE FROM 15.1% IN 1976 TO 20% OF MINING COMPANY DUES BY 1980 AS COMPARED TO 21.8% IN 1969.
