NEAR THE SAN FRANCISCO AIRPORT WE MADE AN INDUSTRIAL PARK BY CUTTING DOWN THE HILLY AREA AND USING THE MATERIAL TO FILL THE MARSHLAND. IN ALAMEDA WE DREDGED SAND FROM THE BAY TO MAKE WATERFRONT LAND. WHILE WE COULD AND DID CREATE VALUE THIS WAY, IT WAS UNSATISFACTORY FROM A FINANCIAL. STANDPOINT. IT REQUIRED TOO MUCH FRONT END MONEY, AND IN REAL ESTATE THE NAME OF THE GAME IS USING SOMEONE ELSE'S MONEY.
