WE MADE PRECIOUS LITTLE PROGRESS TOWARD THE FORMULATION OF A COMPREHENSIVE NATIONAL ENERGY POLICY THEN, NOR ARE WE NOW WHEN THE NEED FOR SUCH A POLICY IS OBVIOUS. PERHAPS THE U. S. POLITICAL PROCESS HAS DIFFICULTY IN MAKING PROGRESS ON THIS SCORE FOR SEVERAL REASONS. ONE IS THE DIFFICULTY OF RECONCILING THE CONFLICTS OF PRIORITIES AND INTERESTS THAT ARE INVOLVED IN THE FORMULATION OF ENERGY POLICIES.
